* Add files via upload

* Update phcpack-2.4.88.toml

added dependency

* attempt to declare dependency on libstdc++-static

the file aims to declare the dependency on libstdc++static

* Update phcpack-2.4.88.toml

removed empty lines

* Rename libstdcpp-external.toml to index/li/libstdcpp/libstdcpp-external.toml

* Remove dependency on libstdc++

Keep libstdc++ external separate for the future.
