Simon Wright b8aaa0d216 xia 1.4.1. (#979) 
Mainly, change dependencies from "^" to ">=".
Also, the test/ crate is updated to 1.4.1-2 to cope with CI issues.

  * index/xi/xia/xia-1.4.1.toml: new.
