mos6502_create_led, mos6502_create_nop, mos6502_create_reset 1.0.0 (#700)

* Migrate to Alire build.

First version contains base classs, string tools, trace and getopt.

* Offer the MOS-6502 programs for addition to the main index.

* Try to patch in the missing dependency.

* Specify GNAT version more precicily.

* use ada2022 tag.
